第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代(dai)會第一次會議(yi),共(gong)收到提(ti)案(an)表126份,經提(ti)案(an)委員會專題會議(yi)審議(yi)后,歸類整理出64件提(ti)案(an)、31個(ge)意見和建議(yi)、5個(ge)不立案(an)議(yi)題。

  具體(ti)情況(kuang)如下:(一(yi))對符合(he)(he)黨和國家政策(ce)法規(gui),學校有(you)(you)(you)條件辦理,又(you)確(que)實(shi)需(xu)(xu)要(yao)辦理的(de)提(ti)(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)委員(yuan)會(hui)將80個(ge)(ge)(ge)(ge)議(yi)(yi)(yi)題(ti)(ti)整理合(he)(he)并為(wei)(wei)64個(ge)(ge)(ge)(ge)正式提(ti)(ti)(ti)(ti)案(an)(an);(二)對一(yi)些不(bu)符合(he)(he)立(li)案(an)(an)要(yao)求(qiu)但(dan)有(you)(you)(you)參考(kao)價值的(de)提(ti)(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)(ti)案(an)(an)委員(yuan)會(hui)將41個(ge)(ge)(ge)(ge)議(yi)(yi)(yi)題(ti)(ti)匯總(zong)整理為(wei)(wei)31個(ge)(ge)(ge)(ge)意見(jian)和建議(yi)(yi)(yi),匯總(zong)后轉送有(you)(you)(you)關(guan)(guan)職(zhi)能部門(men),逐(zhu)條向提(ti)(ti)(ti)(ti)案(an)(an)人回(hui)復(fu);(三(san))對屬(shu)于個(ge)(ge)(ge)(ge)人問題(ti)(ti)提(ti)(ti)(ti)(ti)案(an)(an)、或提(ti)(ti)(ti)(ti)出的(de)問題(ti)(ti)正確(que),但(dan)已經解(jie)決(jue)的(de)提(ti)(ti)(ti)(ti)案(an)(an),以及(ji)一(yi)時(shi)(shi)沒有(you)(you)(you)條件解(jie)決(jue)的(de),可(ke)向提(ti)(ti)(ti)(ti)案(an)(an)人做(zuo)出解(jie)釋的(de)提(ti)(ti)(ti)(ti)案(an)(an),則(ze)不(bu)予立(li)案(an)(an)。(四(si))5個(ge)(ge)(ge)(ge)不(bu)立(li)案(an)(an)議(yi)(yi)(yi)題(ti)(ti):第一(yi),關(guan)(guan)于為(wei)(wei)來(lai)深探望子女(nv)的(de)父(fu)母提(ti)(ti)(ti)(ti)供臨時(shi)(shi)住所(suo)的(de)建議(yi)(yi)(yi)。不(bu)立(li)案(an)(an)原因(yin):學校西麗湖校區設(she)有(you)(you)(you)招待所(suo),可(ke)以滿足需(xu)(xu)求(qiu);第二,關(guan)(guan)于建議(yi)(yi)(yi)學校為(wei)(wei)各二級學院單位配備(bei)急救箱的(de)提(ti)(ti)(ti)(ti)案(an)(an)。不(bu)立(li)案(an)(an)原因(yin):急救工(gong)作(zuo)涉及(ji)面廣,針(zhen)對性強,需(xu)(xu)要(yao)有(you)(you)(you)資質的(de)醫護人員(yuan)正確(que)規(gui)范(fan)操作(zuo),建議(yi)(yi)(yi)將突(tu)發情況(kuang)及(ji)時(shi)(shi)報告醫務室(shi)或校外醫療機(ji)構處置;第三(san),關(guan)(guan)于清理辦公室(shi)毀壞桌(zhuo)椅的(de)提(ti)(ti)(ti)(ti)案(an)(an)。不(bu)立(li)案(an)(an)原因(yin):無明(ming)確(que)地點;第四(si),關(guan)(guan)于修剪(jian)學校內路(lu)邊的(de)樹枝的(de)提(ti)(ti)(ti)(ti)案(an)(an)。不(bu)立(li)案(an)(an)原因(yin):屬(shu)于明(ming)喆物業(ye)綠化管理日常(chang)工(gong)作(zuo);第五,關(guan)(guan)于校門(men)增加校區標識(shi),設(she)計(ji)考(kao)慮(lv)建筑風(feng)水的(de)提(ti)(ti)(ti)(ti)案(an)(an)。不(bu)立(li)案(an)(an)原因(yin):不(bu)符合(he)(he)一(yi)事(shi)一(yi)議(yi)(yi)(yi)原則(ze),其中一(yi)事(shi)提(ti)(ti)(ti)(ti)法亦(yi)不(bu)妥當(dang)。

  二、提案受理情況

  在落實提(ti)(ti)案(an)辦理的過程中(zhong),學(xue)校(xiao)工會多次召(zhao)開提(ti)(ti)案(an)工作(zuo)委員(yuan)會會議,及時與有(you)關的職能部門進行溝通,完成提(ti)(ti)案(an)處(chu)理落實工作(zuo)。

  64件提(ti)案(an)涉及到教(jiao)學、科研、學生(sheng)、人事(shi)、行政教(jiao)輔、生(sheng)活服務及其(qi)它等(deng)7個方(fang)面。其(qi)中“(一(yi))制作佩戴校徽(hui);(二)開設“書院論(lun)壇”;(三(san))推(tui)進(jin)解決教(jiao)職工集資款;(四(si))進(jin)一(yi)步完(wan)善校園無線網絡(luo)覆蓋;(五)新增校區電瓶車、方(fang)便師生(sheng)員工出行”等(deng)5件提(ti)案(an)確定(ding)為2013年(nian)度學校為教(jiao)職工辦(ban)理的實事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)案委員(yuan)會(hui)是雙代會(hui)提(ti)案落(luo)實的(de)最基本(ben)(ben)的(de)工作(zuo)組織。本(ben)(ben)著“提(ti)醒重視(shi),溝通交流,推動(dong)進程”的(de)工作(zuo)原則,對與多部門相(xiang)關的(de)提(ti)案,注重組織協調;對常規(gui)提(ti)案,逐(zhu)一(yi)跟(gen)蹤檢查(cha)。一(yi)年來,在校(xiao)分管領導(dao)的(de)指(zhi)導(dao)、各部門支持、以及全體委員(yuan)和校(xiao)工會(hui)共同努力下(xia),較(jiao)好(hao)地(di)履(lv)行了(le)職(zhi)責,順利地(di)完成了(le)工作(zuo)任務。

  1.做好提(ti)案(an)宣傳(chuan)工作,使廣(guang)大(da)教職工和雙(shuang)代會代表加深對提(ti)案(an)價值的認識:即提(ti)案(an)是雙(shuang)代會廣(guang)泛聯系群眾(zhong)、集中群眾(zhong)智慧、吸引(yin)教職工參與學校民主管理和民主監督的一個重(zhong)要途(tu)徑(jing)。

  2.保證(zheng)提(ti)案調研時(shi)間。嚴(yan)格執行(xing)雙代(dai)會相(xiang)關規定(ding),督促代(dai)表樹立群(qun)眾意識,平(ping)時(shi)注意群(qun)眾反(fan)映(ying),為提(ti)案準備信息資源,及時(shi)反(fan)映(ying)教職工的(de)意見(jian)和建議。

  3.準確把握提案(an)(an)(an)的(de)立案(an)(an)(an)。凡是按要求(qiu)提交(jiao)的(de)提案(an)(an)(an)表,原(yuan)則上都(dou)予(yu)以立案(an)(an)(an)。對(dui)于沒有立案(an)(an)(an)的(de)提案(an)(an)(an),即使是個案(an)(an)(an)或建議(yi),本著實事求(qiu)是的(de)態(tai)度(du)認(ren)真對(dui)待和處理。

  4.不(bu)斷提(ti)高提(ti)案辦(ban)(ban)理的(de)(de)質量。一(yi)(yi)是規范提(ti)案辦(ban)(ban)理的(de)(de)程序;二是加大督辦(ban)(ban)的(de)(de)力度(du),跟蹤(zong)落(luo)實,確保能解(jie)決(jue)(jue)的(de)(de)問題(ti)及(ji)時(shi)解(jie)決(jue)(jue)。一(yi)(yi)些因客觀原因一(yi)(yi)時(shi)做不(bu)到的(de)(de),則做好解(jie)釋工作(zuo),真正做到案案有回音,件件有交待。

  5.推動承辦(ban)單位(wei)實施“一把(ba)手”工(gong)程,確保(bao)交出滿意“答卷”。在提(ti)(ti)(ti)(ti)案(an)(an)辦(ban)理(li)過(guo)程中,絕大多數承辦(ban)單位(wei)一把(ba)手親自負責,親自過(guo)問(wen),從嚴要求(qiu)、從快辦(ban)理(li),表現(xian)出對(dui)學校(xiao)事業高度負責的(de)(de)態度。人(ren)(ren)事處承辦(ban)提(ti)(ti)(ti)(ti)案(an)(an)14件(jian)、意見(jian)和(he)建(jian)議5個;后(hou)勤基建(jian)處承辦(ban)提(ti)(ti)(ti)(ti)案(an)(an)11件(jian)、意見(jian)和(he)建(jian)議12個。此類(lei)提(ti)(ti)(ti)(ti)案(an)(an)大多是民(min)生話題,直接關系到(dao)師生員(yuan)工(gong)的(de)(de)切身利益。在接到(dao)提(ti)(ti)(ti)(ti)案(an)(an)后(hou),兩(liang)個部(bu)門負責人(ren)(ren)分(fen)別(bie)帶領有關人(ren)(ren)員(yuan),認真分(fen)析原因,限時辦(ban)理(li),并加強與(yu)提(ti)(ti)(ti)(ti)案(an)(an)人(ren)(ren)溝通,爭取提(ti)(ti)(ti)(ti)案(an)(an)人(ren)(ren)的(de)(de)理(li)解和(he)支持。

  至2013年底(di),在(zai)各承辦部門的(de)(de)大力(li)支持和配合下,已全部答復提案人(ren)。承諾為(wei)教職(zhi)員工(gong)辦的(de)(de)年度5件實事中,書院論壇(tan)開始運作;電瓶車(che)新增了3輛;校(xiao)(xiao)(xiao)徽(hui)在(zai)進一步的(de)(de)改進;校(xiao)(xiao)(xiao)園(yuan)無線網絡(luo)在(zai)進一步的(de)(de)完(wan)善;教職(zhi)工(gong)集資(zi)款(kuan)這一歷史(shi)遺留問題正在(zai)處理中,學(xue)校(xiao)(xiao)(xiao)一如既往(wang)積(ji)極與上海(hai)思(si)博(bo)(bo)職(zhi)業技(ji)術學(xue)院聯系,責成校(xiao)(xiao)(xiao)內有(you)關(guan)公司(si)按公司(si)法(fa)合法(fa)、合理、合情地予以(yi)解決(jue)。3月20日,上海(hai)思(si)博(bo)(bo)職(zhi)業技(ji)術學(xue)院黨政主要領導帶(dai)隊來校(xiao)(xiao)(xiao)尋(xun)求解決(jue)途徑。我們將繼續跟蹤推進,確保教職(zhi)工(gong)的(de)(de)合法(fa)權益。

  綜(zong)上(shang)(shang)所述,上(shang)(shang)次會議64件提案中,不宜采用(yong)和(he)難以(yi)落(luo)(luo)實的(de)共10項,占(zhan)15.6%;其余54件,已經落(luo)(luo)實和(he)正(zheng)在落(luo)(luo)實的(de)48件,占(zhan)75.0%;還有正(zheng)在論證(zheng),經過(guo)努力可(ke)以(yi)完成的(de)6件,占(zhan)9.4%。

  提(ti)案(an)(an)(an)委員會向提(ti)案(an)(an)(an)人發出《提(ti)案(an)(an)(an)反(fan)饋(kui)意(yi)(yi)見(jian)評價(jia)表》,對職能部門承辦的64個(ge)(ge)提(ti)案(an)(an)(an)給出“滿意(yi)(yi)”、“不(bu)(bu)滿意(yi)(yi)”、“無所謂(wei)(wei)”的評價(jia)意(yi)(yi)見(jian)。統計(ji)結(jie)果為:2個(ge)(ge)提(ti)案(an)(an)(an)被(bei)(bei)評“無所謂(wei)(wei)”,5個(ge)(ge)提(ti)案(an)(an)(an)被(bei)(bei)評“不(bu)(bu)滿意(yi)(yi)”,57個(ge)(ge)提(ti)案(an)(an)(an)都(dou)被(bei)(bei)評為“滿意(yi)(yi)”,提(ti)案(an)(an)(an)反(fan)饋(kui)意(yi)(yi)見(jian)的滿意(yi)(yi)度為89.1%。

  五、存在問題和今后的打算

  提案工(gong)作與過(guo)去相比有進步,但仍(reng)然存在一些問(wen)題(ti)和不足。

  1.個別提案承辦部門(men)對所辦理(li)的提案重(zhong)視程度不(bu)夠,辦理(li)過程拖拉,辦理(li)質(zhi)量不(bu)高(gao)。

  2.雙代(dai)會代(dai)表提(ti)(ti)案工作水(shui)平有待提(ti)(ti)高,特別是提(ti)(ti)案撰(zhuan)寫(xie)比較集中民生(sheng)福利,而對學校發(fa)展大局關注度不夠(gou)。

  針對(dui)(dui)存(cun)在的(de)問題,我們提(ti)出(chu)改進工(gong)作的(de)措(cuo)施:(1)加強與提(ti)案(an)(an)承辦(ban)部門(men)溝(gou)通,提(ti)升他們對(dui)(dui)提(ti)案(an)(an)落實工(gong)作重要(yao)性的(de)認識;(2)在可能的(de)條(tiao)件下,對(dui)(dui)雙代(dai)會代(dai)表進行提(ti)案(an)(an)方面(mian)的(de)培(pei)訓學習,提(ti)高提(ti)案(an)(an)工(gong)作水平。

  六、總結表彰

  經工會(hui)委員會(hui)評選,2013年度4個“優秀提案(an)”和2個“提案(an)承(cheng)辦先進單位”分別(bie)是:

  第一,鄭永森、張臻、蘇(su)文(wen)代表(biao)(biao)提(ti)(ti)出(chu)(chu)(chu)的(de)(de)(de)“開設‘書(shu)院(yuan)講(jiang)壇’,推進書(shu)院(yuan)制(zhi)改革和文(wen)化(hua)育(yu)人工作”;第二(er),麻小(xiao)(xiao)紅、魯林華、施(shi)蓓、朱方(fang)來、鮑(bao)薇(wei)薇(wei)、邱浩、肖景文(wen)、王(wang)群、張雷代表(biao)(biao)提(ti)(ti)出(chu)(chu)(chu)的(de)(de)(de)“公(gong)布(bu)學校(xiao)(xiao)教師集資款運營狀態”;第三,郭(guo)剛、吳鋒、余菲、李放、尹(yin)向(xiang)東、陳燕代表(biao)(biao)提(ti)(ti)出(chu)(chu)(chu)的(de)(de)(de)“將無線(xian)網絡覆蓋整個校(xiao)(xiao)區”;第四,袁述義、楊燕云、文(wen)小(xiao)(xiao)龍代表(biao)(biao)提(ti)(ti)出(chu)(chu)(chu)的(de)(de)(de)“制(zhi)作佩(pei)戴校(xiao)(xiao)徽(hui)”。

  2013年度2個“提案(an)承辦先進(jin)單位”分別是人事(shi)處(chu)(chu)、后勤基建處(chu)(chu)。

第二部分:本次雙代會提案和建議情況報告

  按(an)照(zhao)學校(xiao)《教(jiao)(jiao)職(zhi)工(gong)代(dai)表(biao)(biao)大(da)會(hui)(hui)工(gong)作細則》和工(gong)會(hui)(hui)的(de)(de)有關(guan)規定,校(xiao)工(gong)會(hui)(hui)于今年3月初向學校(xiao)提(ti)交了(le)“關(guan)于召開(kai)第五屆教(jiao)(jiao)代(dai)會(hui)(hui)暨第六屆工(gong)代(dai)會(hui)(hui)第二次會(hui)(hui)議的(de)(de)請示”,并(bing)于3月14日得到校(xiao)黨(dang)委批復,啟動大(da)會(hui)(hui)的(de)(de)籌備程序,給各(ge)分工(gong)會(hui)(hui)發(fa)出了(le)向代(dai)表(biao)(biao)征集(ji)提(ti)案的(de)(de)通(tong)知。代(dai)表(biao)(biao)們(men)圍繞學校(xiao)發(fa)展、人事制度改革以(yi)及教(jiao)(jiao)職(zhi)工(gong)所關(guan)心(xin)的(de)(de)問題,認真思(si)考,深(shen)入調研,廣(guang)泛聽取意見(jian),負責任地(di)提(ti)交每一個(ge)提(ti)案。

  截至3月25日,本(ben)次(ci)雙代會共收到(dao)99份提(ti)案(an)表(見附件2)。分為教學、科研、學生、人(ren)事、行政教輔、生活服(fu)務及其它等(deng)方面(mian)。會后,提(ti)案(an)工作委員會將(jiang)本(ben)著務實革新精神,對(dui)代表們(men)提(ti)出的提(ti)案(an)進行歸類整理,認真討論(lun)研究(jiu)是否(fou)立案(an),同時(shi)送校(xiao)領導批(pi)示(shi),提(ti)交相關職能部門落實辦(ban)理。
