第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙(shuang)代會(hui)第(di)一次會(hui)議,共(gong)收到提(ti)案表126份,經提(ti)案委員會(hui)專題會(hui)議審議后,歸類整理出64件(jian)提(ti)案、31個意(yi)見(jian)和建議、5個不立案議題。
具體情況(kuang)如下:(一(yi))對(dui)(dui)符合(he)黨和國家政策法規,學校(xiao)(xiao)(xiao)有(you)條件辦理(li),又確(que)實需(xu)要辦理(li)的(de)提案(an)(an)(an)(an),提案(an)(an)(an)(an)委員會將80個議(yi)題整(zheng)理(li)合(he)并為(wei)(wei)64個正式(shi)提案(an)(an)(an)(an);(二)對(dui)(dui)一(yi)些不(bu)(bu)(bu)符合(he)立(li)案(an)(an)(an)(an)要求但(dan)有(you)參考價值的(de)提案(an)(an)(an)(an),提案(an)(an)(an)(an)委員會將41個議(yi)題匯總(zong)整(zheng)理(li)為(wei)(wei)31個意見和建(jian)(jian)(jian)議(yi),匯總(zong)后轉送有(you)關(guan)職(zhi)能部門(men),逐(zhu)條向(xiang)提案(an)(an)(an)(an)人(ren)回復;(三)對(dui)(dui)屬于個人(ren)問題提案(an)(an)(an)(an)、或提出的(de)問題正確(que),但(dan)已經解(jie)決(jue)的(de)提案(an)(an)(an)(an),以(yi)及一(yi)時沒(mei)有(you)條件解(jie)決(jue)的(de),可向(xiang)提案(an)(an)(an)(an)人(ren)做(zuo)出解(jie)釋(shi)的(de)提案(an)(an)(an)(an),則不(bu)(bu)(bu)予(yu)立(li)案(an)(an)(an)(an)。(四)5個不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)議(yi)題:第一(yi),關(guan)于為(wei)(wei)來深探望(wang)子女(nv)的(de)父(fu)母(mu)提供臨時住所的(de)建(jian)(jian)(jian)議(yi)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因:學校(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)區設有(you)招待所,可以(yi)滿足需(xu)求;第二,關(guan)于建(jian)(jian)(jian)議(yi)學校(xiao)(xiao)(xiao)為(wei)(wei)各二級學院(yuan)單位配(pei)備急救箱(xiang)的(de)提案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因:急救工(gong)作涉及面(mian)廣,針對(dui)(dui)性強,需(xu)要有(you)資質(zhi)的(de)醫護人(ren)員正確(que)規范操作,建(jian)(jian)(jian)議(yi)將突發情況(kuang)及時報告(gao)醫務室或校(xiao)(xiao)(xiao)外醫療(liao)機構(gou)處置(zhi);第三,關(guan)于清理(li)辦公室毀壞桌(zhuo)椅的(de)提案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因:無明(ming)確(que)地點;第四,關(guan)于修剪學校(xiao)(xiao)(xiao)內路邊的(de)樹枝(zhi)的(de)提案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因:屬于明(ming)喆物(wu)業綠化管理(li)日常工(gong)作;第五(wu),關(guan)于校(xiao)(xiao)(xiao)門(men)增(zeng)加(jia)校(xiao)(xiao)(xiao)區標識,設計考慮建(jian)(jian)(jian)筑風水的(de)提案(an)(an)(an)(an)。不(bu)(bu)(bu)立(li)案(an)(an)(an)(an)原因:不(bu)(bu)(bu)符合(he)一(yi)事一(yi)議(yi)原則,其中一(yi)事提法亦不(bu)(bu)(bu)妥當(dang)。

二、提案受理情況
在(zai)落(luo)(luo)實提案(an)辦理的過程中,學(xue)校工(gong)(gong)會多次召(zhao)開提案(an)工(gong)(gong)作委員會會議,及時與有關的職能部門(men)進行溝(gou)通,完成提案(an)處理落(luo)(luo)實工(gong)(gong)作。
64件(jian)提(ti)案涉及(ji)到(dao)教學(xue)、科研(yan)、學(xue)生(sheng)、人(ren)事、行政(zheng)教輔(fu)、生(sheng)活服務(wu)及(ji)其它等(deng)(deng)7個(ge)方面。其中“(一)制作佩戴校徽;(二)開設“書(shu)院(yuan)論壇”;(三)推進解決教職工(gong)集資款;(四)進一步(bu)完(wan)善校園無線網絡覆(fu)蓋;(五(wu))新(xin)增校區電瓶(ping)車、方便師生(sheng)員工(gong)出行”等(deng)(deng)5件(jian)提(ti)案確(que)定為2013年度學(xue)校為教職工(gong)辦(ban)理的實事。

四、提案委員會工作
提案(an)(an)委(wei)員(yuan)會是雙代會提案(an)(an)落實的(de)最基本(ben)的(de)工作(zuo)(zuo)組(zu)(zu)織。本(ben)著(zhu)“提醒(xing)重視,溝通交(jiao)流,推動進程”的(de)工作(zuo)(zuo)原則,對與(yu)多部門相關的(de)提案(an)(an),注(zhu)重組(zu)(zu)織協(xie)調;對常規提案(an)(an),逐(zhu)一跟蹤檢查(cha)。一年來,在校分管領(ling)導(dao)的(de)指導(dao)、各部門支持(chi)、以(yi)及(ji)全(quan)體(ti)委(wei)員(yuan)和校工會共同努力下,較好地(di)履行(xing)了職責,順利地(di)完(wan)成了工作(zuo)(zuo)任務(wu)。
1.做好提案宣傳工作(zuo),使廣(guang)大教職工和(he)雙代(dai)會代(dai)表加深對提案價值的認識:即提案是雙代(dai)會廣(guang)泛聯系群(qun)(qun)眾、集中群(qun)(qun)眾智慧、吸引(yin)教職工參(can)與學校(xiao)民(min)主管理和(he)民(min)主監(jian)督的一個重(zhong)要途(tu)徑。
2.保證提(ti)案調研時間。嚴格執行雙(shuang)代會相關規定(ding),督促代表(biao)樹立群眾意(yi)識(shi),平時注意(yi)群眾反映,為提(ti)案準備(bei)信息資源,及(ji)時反映教職工的意(yi)見和建議。
3.準確(que)把握提(ti)案(an)(an)的立(li)案(an)(an)。凡是(shi)(shi)按(an)要(yao)求(qiu)(qiu)提(ti)交的提(ti)案(an)(an)表,原則上(shang)都予以立(li)案(an)(an)。對(dui)于沒有立(li)案(an)(an)的提(ti)案(an)(an),即使是(shi)(shi)個案(an)(an)或建議(yi),本(ben)著實事求(qiu)(qiu)是(shi)(shi)的態度(du)認真對(dui)待和處理。
4.不斷提(ti)(ti)高(gao)提(ti)(ti)案辦理(li)的質量。一是規范(fan)提(ti)(ti)案辦理(li)的程序;二是加大督辦的力度(du),跟蹤落實,確保能解(jie)(jie)(jie)決的問題及時解(jie)(jie)(jie)決。一些因(yin)客觀原因(yin)一時做不到的,則做好解(jie)(jie)(jie)釋工(gong)作(zuo),真正做到案案有回音,件(jian)件(jian)有交待(dai)。
5.推動承(cheng)辦(ban)單(dan)位實施(shi)“一(yi)把手(shou)”工程,確保交出滿意“答(da)卷(juan)”。在提(ti)(ti)(ti)(ti)(ti)案(an)(an)辦(ban)理(li)(li)過程中,絕(jue)大(da)多數(shu)承(cheng)辦(ban)單(dan)位一(yi)把手(shou)親自負(fu)責,親自過問,從(cong)嚴(yan)要求、從(cong)快辦(ban)理(li)(li),表(biao)現出對學(xue)校事業(ye)高度(du)負(fu)責的態度(du)。人事處承(cheng)辦(ban)提(ti)(ti)(ti)(ti)(ti)案(an)(an)14件(jian)、意見(jian)和建議(yi)5個(ge);后勤基建處承(cheng)辦(ban)提(ti)(ti)(ti)(ti)(ti)案(an)(an)11件(jian)、意見(jian)和建議(yi)12個(ge)。此類提(ti)(ti)(ti)(ti)(ti)案(an)(an)大(da)多是民生(sheng)話題,直(zhi)接關(guan)系到師(shi)生(sheng)員(yuan)工的切(qie)身(shen)利益。在接到提(ti)(ti)(ti)(ti)(ti)案(an)(an)后,兩個(ge)部門負(fu)責人分別帶(dai)領(ling)有關(guan)人員(yuan),認真分析原因,限時辦(ban)理(li)(li),并加強與(yu)提(ti)(ti)(ti)(ti)(ti)案(an)(an)人溝(gou)通,爭取(qu)提(ti)(ti)(ti)(ti)(ti)案(an)(an)人的理(li)(li)解和支持(chi)。
至2013年底(di),在(zai)各(ge)承辦(ban)部(bu)門(men)的(de)大(da)力支持和(he)配合下(xia),已(yi)全部(bu)答(da)復提(ti)案人。承諾為教職(zhi)(zhi)(zhi)員工(gong)辦(ban)的(de)年度(du)5件實事中,書院(yuan)論壇開始運作;電瓶車新增(zeng)了3輛;校徽(hui)在(zai)進(jin)一(yi)步的(de)改(gai)進(jin);校園無線網絡在(zai)進(jin)一(yi)步的(de)完(wan)善(shan);教職(zhi)(zhi)(zhi)工(gong)集資款這(zhe)一(yi)歷史(shi)遺(yi)留問題(ti)正在(zai)處理中,學校一(yi)如(ru)既往積極(ji)與上海思博職(zhi)(zhi)(zhi)業技術(shu)學院(yuan)聯系,責(ze)成(cheng)校內(nei)有關公司(si)按公司(si)法合法、合理、合情(qing)地予以解決(jue)。3月20日,上海思博職(zhi)(zhi)(zhi)業技術(shu)學院(yuan)黨政主要領導帶隊(dui)來校尋求解決(jue)途徑。我們將繼續跟蹤推進(jin),確(que)保教職(zhi)(zhi)(zhi)工(gong)的(de)合法權益。
綜上所述,上次會議64件(jian)(jian)提案(an)中,不宜采用和(he)難以落(luo)實的(de)共(gong)10項,占(zhan)(zhan)15.6%;其余54件(jian)(jian),已經落(luo)實和(he)正在落(luo)實的(de)48件(jian)(jian),占(zhan)(zhan)75.0%;還有正在論證,經過努力可以完成的(de)6件(jian)(jian),占(zhan)(zhan)9.4%。
提(ti)(ti)案委員會向提(ti)(ti)案人發出《提(ti)(ti)案反饋意(yi)(yi)見(jian)評(ping)(ping)價(jia)表》,對職能部門承辦的64個提(ti)(ti)案給(gei)出“滿(man)(man)意(yi)(yi)”、“不(bu)滿(man)(man)意(yi)(yi)”、“無所(suo)(suo)謂”的評(ping)(ping)價(jia)意(yi)(yi)見(jian)。統計結果(guo)為:2個提(ti)(ti)案被評(ping)(ping)“無所(suo)(suo)謂”,5個提(ti)(ti)案被評(ping)(ping)“不(bu)滿(man)(man)意(yi)(yi)”,57個提(ti)(ti)案都(dou)被評(ping)(ping)為“滿(man)(man)意(yi)(yi)”,提(ti)(ti)案反饋意(yi)(yi)見(jian)的滿(man)(man)意(yi)(yi)度(du)為89.1%。
五、存在問題和今后的打算
提案工作與過去相比有進步(bu),但(dan)仍然存(cun)在一些問題和(he)不足。
1.個別提案(an)承辦(ban)部(bu)門對所辦(ban)理的(de)提案(an)重(zhong)視程度不(bu)夠,辦(ban)理過(guo)程拖拉,辦(ban)理質量不(bu)高。
2.雙代會代表提(ti)案工作水平有待提(ti)高,特別是提(ti)案撰寫比較集中民生福利(li),而對學校(xiao)發展大局關(guan)注度不(bu)夠。
針對(dui)存在的(de)問(wen)題,我們提出改進工(gong)作(zuo)的(de)措(cuo)施(shi):(1)加強與提案(an)(an)承辦部門溝通,提升他們對(dui)提案(an)(an)落(luo)實(shi)工(gong)作(zuo)重(zhong)要性的(de)認識;(2)在可能的(de)條件下,對(dui)雙代會(hui)代表進行提案(an)(an)方面的(de)培訓學習,提高(gao)提案(an)(an)工(gong)作(zuo)水平。

第一,鄭永森、張臻、蘇文(wen)代表(biao)提出(chu)(chu)的“開設‘書院(yuan)講壇’,推進(jin)書院(yuan)制改革和(he)文(wen)化育人工作”;第二(er),麻小紅、魯林華、施(shi)蓓、朱方來、鮑(bao)薇薇、邱浩(hao)、肖景(jing)文(wen)、王群、張雷代表(biao)提出(chu)(chu)的“公(gong)布(bu)學校教師集資款(kuan)運營狀(zhuang)態”;第三,郭剛(gang)、吳鋒、余菲、李放、尹向東、陳燕代表(biao)提出(chu)(chu)的“將無(wu)線網絡覆蓋整個校區”;第四,袁述義、楊燕云(yun)、文(wen)小龍代表(biao)提出(chu)(chu)的“制作佩戴(dai)校徽(hui)”。
2013年度2個“提案承辦先進單(dan)位”分別是人事(shi)處(chu)、后勤(qin)基建處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照學校《教(jiao)職(zhi)工(gong)(gong)(gong)代(dai)(dai)(dai)表大會(hui)工(gong)(gong)(gong)作(zuo)細(xi)則》和工(gong)(gong)(gong)會(hui)的有關規定,校工(gong)(gong)(gong)會(hui)于今年3月(yue)初向學校提(ti)交了“關于召開(kai)第五(wu)屆教(jiao)代(dai)(dai)(dai)會(hui)暨第六屆工(gong)(gong)(gong)代(dai)(dai)(dai)會(hui)第二次會(hui)議的請示(shi)”,并(bing)于3月(yue)14日得到校黨委(wei)批復,啟(qi)動大會(hui)的籌(chou)備(bei)程序,給各分工(gong)(gong)(gong)會(hui)發出了向代(dai)(dai)(dai)表征集提(ti)案(an)的通(tong)知。代(dai)(dai)(dai)表們(men)圍繞(rao)學校發展、人事制度改(gai)革以及教(jiao)職(zhi)工(gong)(gong)(gong)所關心的問(wen)題(ti),認真(zhen)思考,深(shen)入調研,廣(guang)泛聽取意(yi)見,負責(ze)任地提(ti)交每一個提(ti)案(an)。
截至(zhi)3月25日(ri),本次雙代會(hui)共(gong)收(shou)到(dao)99份提(ti)(ti)案表(見附(fu)件2)。分為教學、科(ke)研、學生、人事(shi)、行政教輔、生活服(fu)務及其它等方面(mian)。會(hui)后,提(ti)(ti)案工作委員會(hui)將本著(zhu)務實革新精神,對代表們提(ti)(ti)出的提(ti)(ti)案進行歸類整理,認真(zhen)討論研究是否立案,同(tong)時(shi)送校領導批示(shi),提(ti)(ti)交(jiao)相關職能部門(men)落實辦理。
