第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會第一次會議,共收(shou)到提(ti)案(an)表126份,經提(ti)案(an)委員會專題會議審(shen)議后,歸類整(zheng)理出(chu)64件提(ti)案(an)、31個意(yi)見和建議、5個不(bu)立(li)案(an)議題。

  具體(ti)情(qing)況如下:(一(yi)(yi)(yi))對(dui)(dui)符(fu)合黨和國家政(zheng)策法(fa)規(gui),學(xue)校(xiao)(xiao)有(you)(you)條(tiao)件(jian)辦理,又確實(shi)需要辦理的(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)委(wei)員(yuan)會將80個(ge)(ge)(ge)(ge)議(yi)(yi)題(ti)(ti)整理合并為(wei)64個(ge)(ge)(ge)(ge)正式提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an);(二)對(dui)(dui)一(yi)(yi)(yi)些不(bu)(bu)(bu)符(fu)合立(li)(li)(li)案(an)(an)要求(qiu)但有(you)(you)參考價值的(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)委(wei)員(yuan)會將41個(ge)(ge)(ge)(ge)議(yi)(yi)題(ti)(ti)匯總整理為(wei)31個(ge)(ge)(ge)(ge)意見和建(jian)議(yi)(yi),匯總后轉送(song)有(you)(you)關(guan)(guan)職能部門,逐(zhu)條(tiao)向提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)人回(hui)復;(三)對(dui)(dui)屬于(yu)(yu)個(ge)(ge)(ge)(ge)人問(wen)題(ti)(ti)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)、或(huo)提(ti)(ti)(ti)(ti)(ti)(ti)出的(de)(de)問(wen)題(ti)(ti)正確,但已經解(jie)決的(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an),以及(ji)一(yi)(yi)(yi)時沒(mei)有(you)(you)條(tiao)件(jian)解(jie)決的(de)(de),可(ke)向提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)人做出解(jie)釋(shi)的(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an),則不(bu)(bu)(bu)予立(li)(li)(li)案(an)(an)。(四(si))5個(ge)(ge)(ge)(ge)不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)議(yi)(yi)題(ti)(ti):第(di)(di)(di)一(yi)(yi)(yi),關(guan)(guan)于(yu)(yu)為(wei)來深探望(wang)子女的(de)(de)父(fu)母提(ti)(ti)(ti)(ti)(ti)(ti)供臨時住(zhu)所的(de)(de)建(jian)議(yi)(yi)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):學(xue)校(xiao)(xiao)西麗湖(hu)校(xiao)(xiao)區設(she)(she)有(you)(you)招待所,可(ke)以滿足需求(qiu);第(di)(di)(di)二,關(guan)(guan)于(yu)(yu)建(jian)議(yi)(yi)學(xue)校(xiao)(xiao)為(wei)各二級學(xue)院單位配備急(ji)救箱(xiang)的(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):急(ji)救工(gong)作涉及(ji)面廣,針對(dui)(dui)性(xing)強,需要有(you)(you)資質的(de)(de)醫(yi)護人員(yuan)正確規(gui)范(fan)操作,建(jian)議(yi)(yi)將突發情(qing)況及(ji)時報告醫(yi)務(wu)室或(huo)校(xiao)(xiao)外(wai)醫(yi)療機構處置;第(di)(di)(di)三,關(guan)(guan)于(yu)(yu)清理辦公室毀壞(huai)桌椅(yi)的(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):無明(ming)確地點;第(di)(di)(di)四(si),關(guan)(guan)于(yu)(yu)修(xiu)剪學(xue)校(xiao)(xiao)內路邊的(de)(de)樹枝的(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):屬于(yu)(yu)明(ming)喆(zhe)物業綠(lv)化管理日(ri)常工(gong)作;第(di)(di)(di)五(wu),關(guan)(guan)于(yu)(yu)校(xiao)(xiao)門增(zeng)加校(xiao)(xiao)區標識,設(she)(she)計考慮(lv)建(jian)筑風水的(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)。不(bu)(bu)(bu)立(li)(li)(li)案(an)(an)原(yuan)(yuan)(yuan)因(yin)(yin):不(bu)(bu)(bu)符(fu)合一(yi)(yi)(yi)事(shi)一(yi)(yi)(yi)議(yi)(yi)原(yuan)(yuan)(yuan)則,其中一(yi)(yi)(yi)事(shi)提(ti)(ti)(ti)(ti)(ti)(ti)法(fa)亦不(bu)(bu)(bu)妥當(dang)。

  二、提案受理情況

  在落實提案(an)辦理的(de)(de)過程中,學校工(gong)會(hui)多(duo)次召開提案(an)工(gong)作委員(yuan)會(hui)會(hui)議,及時(shi)與有關的(de)(de)職能部門(men)進行溝通,完成提案(an)處(chu)理落實工(gong)作。

  64件提案涉及(ji)(ji)到教(jiao)學、科研、學生、人(ren)事(shi)、行政教(jiao)輔、生活服務(wu)及(ji)(ji)其它等7個方面(mian)。其中“(一)制作佩(pei)戴校(xiao)(xiao)徽(hui);(二)開設“書(shu)院(yuan)論壇”;(三)推進(jin)解決教(jiao)職(zhi)工集(ji)資款;(四)進(jin)一步(bu)完(wan)善校(xiao)(xiao)園無線網絡覆(fu)蓋;(五)新增校(xiao)(xiao)區電瓶車、方便師生員工出行”等5件提案確(que)定為2013年度學校(xiao)(xiao)為教(jiao)職(zhi)工辦理的(de)實事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案(an)委員(yuan)會(hui)是(shi)雙代會(hui)提案(an)落(luo)實(shi)的(de)最基本(ben)(ben)的(de)工作組(zu)織。本(ben)(ben)著“提醒重視,溝通(tong)交流,推動進程”的(de)工作原(yuan)則,對與多部(bu)門相關的(de)提案(an),注重組(zu)織協調;對常規提案(an),逐一跟蹤檢查(cha)。一年(nian)來,在(zai)校分管領導(dao)的(de)指導(dao)、各部(bu)門支持、以及(ji)全體委員(yuan)和(he)校工會(hui)共同努力下,較好地履行了職(zhi)責,順利(li)地完成了工作任務。

  1.做好(hao)提(ti)(ti)案宣傳工作,使廣(guang)大(da)教職(zhi)工和(he)(he)雙(shuang)代會代表加深對提(ti)(ti)案價值的認識:即提(ti)(ti)案是雙(shuang)代會廣(guang)泛聯系(xi)群眾(zhong)、集(ji)中群眾(zhong)智慧、吸引教職(zhi)工參與學校民(min)主(zhu)管理(li)和(he)(he)民(min)主(zhu)監(jian)督的一個重要途徑(jing)。

  2.保證提(ti)案調研(yan)時(shi)(shi)間。嚴格執行雙代(dai)會相關規定,督促代(dai)表樹立群眾意識(shi),平時(shi)(shi)注(zhu)意群眾反映,為提(ti)案準備信息資源,及時(shi)(shi)反映教(jiao)職(zhi)工的意見和建議。

  3.準確把(ba)握(wo)提案的立(li)案。凡是按要(yao)求提交的提案表,原則上都予以立(li)案。對于沒有(you)立(li)案的提案,即(ji)使(shi)是個案或建議,本(ben)著(zhu)實事求是的態度認真對待和處(chu)理。

  4.不斷提高提案(an)辦(ban)理(li)(li)的質量。一(yi)是(shi)規范提案(an)辦(ban)理(li)(li)的程序;二是(shi)加大督辦(ban)的力度,跟蹤落(luo)實,確保能解(jie)(jie)決的問題及時解(jie)(jie)決。一(yi)些因客(ke)觀(guan)原因一(yi)時做不到的,則做好(hao)解(jie)(jie)釋(shi)工(gong)作,真正做到案(an)案(an)有(you)(you)回音,件件有(you)(you)交待(dai)。

  5.推動承(cheng)(cheng)辦(ban)單位實施“一把(ba)手”工(gong)程(cheng),確保(bao)交出滿意(yi)(yi)“答卷”。在(zai)提(ti)案(an)辦(ban)理(li)過程(cheng)中,絕大(da)多數(shu)承(cheng)(cheng)辦(ban)單位一把(ba)手親自(zi)負(fu)責,親自(zi)過問,從嚴要求、從快辦(ban)理(li),表現(xian)出對學校(xiao)事(shi)業高度(du)負(fu)責的態度(du)。人(ren)事(shi)處承(cheng)(cheng)辦(ban)提(ti)案(an)14件、意(yi)(yi)見和(he)建(jian)議5個(ge);后勤(qin)基建(jian)處承(cheng)(cheng)辦(ban)提(ti)案(an)11件、意(yi)(yi)見和(he)建(jian)議12個(ge)。此類提(ti)案(an)大(da)多是民生(sheng)話題,直接關(guan)系(xi)到師生(sheng)員(yuan)工(gong)的切(qie)身利益(yi)。在(zai)接到提(ti)案(an)后,兩個(ge)部門負(fu)責人(ren)分(fen)別帶領(ling)有關(guan)人(ren)員(yuan),認真分(fen)析原(yuan)因,限時辦(ban)理(li),并加強與提(ti)案(an)人(ren)溝(gou)通,爭取提(ti)案(an)人(ren)的理(li)解和(he)支持。

  至2013年底,在(zai)各承辦部(bu)門的大力支持和(he)配合(he)(he)下(xia),已全部(bu)答復提案(an)人。承諾(nuo)為教職員(yuan)工辦的年度(du)5件實(shi)事(shi)中,書院(yuan)論壇(tan)開始運作;電瓶(ping)車新增(zeng)了3輛;校(xiao)徽在(zai)進(jin)(jin)一步(bu)的改(gai)進(jin)(jin);校(xiao)園無線(xian)網絡(luo)在(zai)進(jin)(jin)一步(bu)的完(wan)善;教職工集資款(kuan)這一歷史遺留問題正在(zai)處理(li)中,學(xue)校(xiao)一如既往積極與(yu)上(shang)海思(si)博職業技術(shu)學(xue)院(yuan)聯系,責成校(xiao)內有(you)關公司按公司法(fa)合(he)(he)法(fa)、合(he)(he)理(li)、合(he)(he)情地(di)予以解(jie)決。3月20日,上(shang)海思(si)博職業技術(shu)學(xue)院(yuan)黨政主要(yao)領導帶隊來校(xiao)尋(xun)求解(jie)決途徑。我們將繼(ji)續跟(gen)蹤推進(jin)(jin),確保(bao)教職工的合(he)(he)法(fa)權益。

  綜上所述,上次會議64件(jian)提案中,不宜采用和難(nan)以(yi)落(luo)實的共10項(xiang),占(zhan)15.6%;其余54件(jian),已(yi)經(jing)(jing)落(luo)實和正(zheng)在(zai)落(luo)實的48件(jian),占(zhan)75.0%;還有正(zheng)在(zai)論證(zheng),經(jing)(jing)過努力可以(yi)完成(cheng)的6件(jian),占(zhan)9.4%。

  提(ti)案(an)(an)(an)委員會向提(ti)案(an)(an)(an)人發(fa)出《提(ti)案(an)(an)(an)反(fan)饋意(yi)(yi)見評價表》,對(dui)職能(neng)部門承辦的(de)64個(ge)提(ti)案(an)(an)(an)給出“滿(man)(man)意(yi)(yi)”、“不滿(man)(man)意(yi)(yi)”、“無(wu)所謂”的(de)評價意(yi)(yi)見。統計結果為(wei):2個(ge)提(ti)案(an)(an)(an)被(bei)評“無(wu)所謂”,5個(ge)提(ti)案(an)(an)(an)被(bei)評“不滿(man)(man)意(yi)(yi)”,57個(ge)提(ti)案(an)(an)(an)都被(bei)評為(wei)“滿(man)(man)意(yi)(yi)”,提(ti)案(an)(an)(an)反(fan)饋意(yi)(yi)見的(de)滿(man)(man)意(yi)(yi)度(du)為(wei)89.1%。

  五、存在問題和今后的打算

  提案工作與過去相(xiang)比有(you)進(jin)步,但仍(reng)然存在(zai)一些(xie)問題和(he)不足(zu)。

  1.個別提案(an)承辦(ban)部(bu)門對所(suo)辦(ban)理的提案(an)重視(shi)程度不(bu)夠,辦(ban)理過程拖拉,辦(ban)理質量(liang)不(bu)高。

  2.雙代會(hui)代表提(ti)(ti)案工(gong)作水平有待提(ti)(ti)高,特(te)別是提(ti)(ti)案撰寫比較集(ji)中民生(sheng)福利,而對學校(xiao)發展大局關注(zhu)度不夠(gou)。

  針對存(cun)在的(de)問題,我們提(ti)(ti)出(chu)改(gai)進(jin)(jin)工作的(de)措施:(1)加強與提(ti)(ti)案承辦部門(men)溝通,提(ti)(ti)升他們對提(ti)(ti)案落實(shi)工作重要性的(de)認識;(2)在可(ke)能的(de)條件下(xia),對雙代會代表進(jin)(jin)行(xing)提(ti)(ti)案方面(mian)的(de)培訓學習,提(ti)(ti)高提(ti)(ti)案工作水平。

  六、總結表彰

  經工會委(wei)員會評選,2013年度4個“優秀提案(an)”和2個“提案(an)承(cheng)辦先進單位”分別是:

  第(di)一,鄭永森(sen)、張(zhang)臻、蘇文(wen)代(dai)(dai)表提(ti)出(chu)的“開設(she)‘書院講壇’,推進(jin)書院制(zhi)改(gai)革和(he)文(wen)化(hua)育人工作”;第(di)二,麻小紅、魯林(lin)華、施蓓、朱方來、鮑薇薇、邱浩、肖景文(wen)、王群、張(zhang)雷代(dai)(dai)表提(ti)出(chu)的“公布(bu)學校(xiao)教(jiao)師(shi)集資款運(yun)營狀態”;第(di)三,郭剛(gang)、吳鋒、余菲、李放、尹向東、陳燕代(dai)(dai)表提(ti)出(chu)的“將無線網(wang)絡覆(fu)蓋整個校(xiao)區”;第(di)四,袁述義、楊燕云、文(wen)小龍(long)代(dai)(dai)表提(ti)出(chu)的“制(zhi)作佩戴校(xiao)徽(hui)”。

  2013年度2個“提案承辦先(xian)進單位”分別是人事(shi)處、后勤基建處。

第二部分:本次雙代會提案和建議情況報告

  按照學(xue)校(xiao)(xiao)《教職工(gong)(gong)(gong)代(dai)表(biao)大會(hui)(hui)(hui)工(gong)(gong)(gong)作(zuo)細則》和工(gong)(gong)(gong)會(hui)(hui)(hui)的(de)有關(guan)(guan)規定,校(xiao)(xiao)工(gong)(gong)(gong)會(hui)(hui)(hui)于今年3月(yue)初向(xiang)學(xue)校(xiao)(xiao)提交(jiao)了(le)(le)“關(guan)(guan)于召(zhao)開(kai)第五(wu)屆教代(dai)會(hui)(hui)(hui)暨(ji)第六屆工(gong)(gong)(gong)代(dai)會(hui)(hui)(hui)第二次會(hui)(hui)(hui)議的(de)請示”,并于3月(yue)14日得(de)到(dao)校(xiao)(xiao)黨委批(pi)復,啟(qi)動大會(hui)(hui)(hui)的(de)籌備程(cheng)序,給各分工(gong)(gong)(gong)會(hui)(hui)(hui)發(fa)出了(le)(le)向(xiang)代(dai)表(biao)征集提案(an)的(de)通知。代(dai)表(biao)們圍繞學(xue)校(xiao)(xiao)發(fa)展、人事制(zhi)度改(gai)革(ge)以(yi)及(ji)教職工(gong)(gong)(gong)所關(guan)(guan)心的(de)問題,認真(zhen)思考,深入調研(yan),廣泛聽取意見,負(fu)責任地提交(jiao)每一個提案(an)。

  截至(zhi)3月(yue)25日,本(ben)次雙代會(hui)共收到99份提(ti)(ti)案(an)表(見附件2)。分為教學、科研、學生(sheng)、人事、行政教輔(fu)、生(sheng)活服務及其它(ta)等方面。會(hui)后,提(ti)(ti)案(an)工作委員會(hui)將(jiang)本(ben)著務實革(ge)新精神(shen),對代表們提(ti)(ti)出(chu)的提(ti)(ti)案(an)進行歸(gui)類(lei)整理,認真討論研究(jiu)是否立案(an),同時送校領導批(pi)示,提(ti)(ti)交相關職能部(bu)門落實辦理。
