第一部分 第一次會議提案工作情況
一、提案提交情況
2013年雙代會第一次會議(yi),共收(shou)到(dao)提案(an)表126份,經提案(an)委員會專題會議(yi)審議(yi)后,歸類整(zheng)理出64件提案(an)、31個意見和建議(yi)、5個不立(li)案(an)議(yi)題。
具(ju)體情(qing)況如下(xia):(一(yi)(yi))對(dui)符(fu)(fu)合(he)黨和(he)國家政策法(fa)規,學(xue)校(xiao)有(you)條件辦(ban)理(li)(li),又確(que)實需(xu)要辦(ban)理(li)(li)的(de)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委員(yuan)會將80個議(yi)題(ti)整理(li)(li)合(he)并(bing)為64個正(zheng)式提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an);(二(er)(er))對(dui)一(yi)(yi)些不(bu)(bu)符(fu)(fu)合(he)立(li)案(an)(an)(an)(an)(an)(an)要求但有(you)參考價值的(de)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)委員(yuan)會將41個議(yi)題(ti)匯總(zong)整理(li)(li)為31個意見和(he)建(jian)議(yi),匯總(zong)后(hou)轉送有(you)關(guan)(guan)職(zhi)能部門(men),逐條向(xiang)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人回復;(三(san))對(dui)屬于個人問題(ti)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)、或提(ti)(ti)(ti)(ti)(ti)(ti)(ti)出的(de)問題(ti)正(zheng)確(que),但已經解決的(de)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),以(yi)及(ji)一(yi)(yi)時(shi)沒有(you)條件解決的(de),可向(xiang)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)人做出解釋的(de)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an),則不(bu)(bu)予立(li)案(an)(an)(an)(an)(an)(an)。(四)5個不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)議(yi)題(ti):第一(yi)(yi),關(guan)(guan)于為來深探望子(zi)女的(de)父母提(ti)(ti)(ti)(ti)(ti)(ti)(ti)供臨時(shi)住(zhu)所的(de)建(jian)議(yi)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)原因:學(xue)校(xiao)西麗(li)湖校(xiao)區設有(you)招待所,可以(yi)滿(man)足需(xu)求;第二(er)(er),關(guan)(guan)于建(jian)議(yi)學(xue)校(xiao)為各(ge)二(er)(er)級(ji)學(xue)院單位配備急救箱的(de)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)原因:急救工作(zuo)涉及(ji)面(mian)廣(guang),針對(dui)性(xing)強,需(xu)要有(you)資質(zhi)的(de)醫(yi)護人員(yuan)正(zheng)確(que)規范操作(zuo),建(jian)議(yi)將突發情(qing)況及(ji)時(shi)報告醫(yi)務室或校(xiao)外醫(yi)療機構處置;第三(san),關(guan)(guan)于清理(li)(li)辦(ban)公室毀壞桌椅的(de)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)原因:無明確(que)地點;第四,關(guan)(guan)于修剪學(xue)校(xiao)內(nei)路(lu)邊的(de)樹枝的(de)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)原因:屬于明喆物業綠化管理(li)(li)日常工作(zuo);第五(wu),關(guan)(guan)于校(xiao)門(men)增加(jia)校(xiao)區標識,設計考慮建(jian)筑風(feng)水的(de)提(ti)(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)(an)(an)(an)。不(bu)(bu)立(li)案(an)(an)(an)(an)(an)(an)原因:不(bu)(bu)符(fu)(fu)合(he)一(yi)(yi)事一(yi)(yi)議(yi)原則,其中一(yi)(yi)事提(ti)(ti)(ti)(ti)(ti)(ti)(ti)法(fa)亦不(bu)(bu)妥當(dang)。

二、提案受理情況
在(zai)落(luo)(luo)實提案辦理(li)的過程(cheng)中,學校(xiao)工會多次召開提案工作委員會會議,及時與(yu)有關的職(zhi)能(neng)部門(men)進行溝通(tong),完成(cheng)提案處理(li)落(luo)(luo)實工作。
64件(jian)提(ti)案涉及(ji)到教(jiao)(jiao)學(xue)、科研(yan)、學(xue)生(sheng)、人事、行(xing)(xing)政教(jiao)(jiao)輔(fu)、生(sheng)活服務及(ji)其它等7個方(fang)面(mian)。其中“(一)制(zhi)作佩戴校(xiao)徽;(二)開設“書院論壇”;(三)推(tui)進(jin)解(jie)決教(jiao)(jiao)職工(gong)集資款;(四)進(jin)一步完善(shan)校(xiao)園無(wu)線網(wang)絡覆(fu)蓋;(五(wu))新增校(xiao)區電瓶(ping)車、方(fang)便師生(sheng)員(yuan)工(gong)出(chu)行(xing)(xing)”等5件(jian)提(ti)案確(que)定為2013年度學(xue)校(xiao)為教(jiao)(jiao)職工(gong)辦理的實(shi)事。

三、職能部門答復和處理提案情況(見附件1)
四、提案委員會工作
提案(an)委員會是(shi)雙代會提案(an)落實的(de)最基本(ben)的(de)工作組(zu)織。本(ben)著(zhu)“提醒(xing)重視,溝通交流,推(tui)動進程”的(de)工作原則,對(dui)與(yu)多部門相關(guan)的(de)提案(an),注重組(zu)織協(xie)調;對(dui)常規提案(an),逐一(yi)跟(gen)蹤檢查。一(yi)年(nian)來,在校(xiao)分管領導的(de)指(zhi)導、各部門支(zhi)持(chi)、以及全體委員和校(xiao)工會共同(tong)努(nu)力下,較好(hao)地履行了職責,順利地完(wan)成(cheng)了工作任務。
1.做(zuo)好(hao)提案宣傳工作,使廣大教(jiao)(jiao)職工和雙代(dai)會代(dai)表(biao)加(jia)深對提案價值的認識:即提案是雙代(dai)會廣泛聯系(xi)群眾、集(ji)中群眾智慧、吸引教(jiao)(jiao)職工參與學校民主(zhu)管(guan)理和民主(zhu)監督的一個重要途徑。
2.保(bao)證提(ti)案(an)調研時間。嚴格執行雙代會(hui)相關規(gui)定,督促代表樹立群眾意(yi)識,平時注(zhu)意(yi)群眾反映(ying),為提(ti)案(an)準備信息資源(yuan),及(ji)時反映(ying)教(jiao)職工的(de)意(yi)見和(he)建議。
3.準確把握提案(an)的立案(an)。凡是按(an)要求(qiu)(qiu)提交的提案(an)表(biao),原則上都予以立案(an)。對于沒有立案(an)的提案(an),即使(shi)是個(ge)案(an)或(huo)建議,本著實事求(qiu)(qiu)是的態度認真對待和處理。
4.不斷提高(gao)提案(an)辦(ban)理的(de)質量。一是(shi)規(gui)范提案(an)辦(ban)理的(de)程(cheng)序;二是(shi)加大督辦(ban)的(de)力度(du),跟蹤落實,確保能解(jie)(jie)(jie)決的(de)問題(ti)及時解(jie)(jie)(jie)決。一些(xie)因客(ke)觀原因一時做不到的(de),則做好解(jie)(jie)(jie)釋工作,真正做到案(an)案(an)有回音,件件有交(jiao)待。
5.推動承(cheng)辦單位實施(shi)“一(yi)把手”工程(cheng),確(que)保交出(chu)滿意“答卷”。在(zai)提(ti)案(an)(an)辦理(li)過(guo)程(cheng)中,絕大多數承(cheng)辦單位一(yi)把手親(qin)自負(fu)責,親(qin)自過(guo)問,從嚴要求、從快辦理(li),表現出(chu)對學校(xiao)事業(ye)高(gao)度負(fu)責的態(tai)度。人(ren)事處承(cheng)辦提(ti)案(an)(an)14件、意見(jian)和建議(yi)5個;后勤(qin)基(ji)建處承(cheng)辦提(ti)案(an)(an)11件、意見(jian)和建議(yi)12個。此(ci)類提(ti)案(an)(an)大多是(shi)民生話題,直接關(guan)系(xi)到師生員工的切身利(li)益。在(zai)接到提(ti)案(an)(an)后,兩個部門負(fu)責人(ren)分(fen)別(bie)帶(dai)領(ling)有(you)關(guan)人(ren)員,認(ren)真分(fen)析原(yuan)因(yin),限時辦理(li),并加(jia)強與提(ti)案(an)(an)人(ren)溝通,爭取提(ti)案(an)(an)人(ren)的理(li)解和支持。
至2013年底,在各(ge)承(cheng)(cheng)辦部門的大力支(zhi)持和(he)配合下,已(yi)全部答復提案人。承(cheng)(cheng)諾為教職(zhi)員工(gong)辦的年度5件實事中,書院論壇開始運作;電瓶車新(xin)增(zeng)了3輛;校(xiao)徽在進(jin)一步(bu)的改(gai)進(jin);校(xiao)園無線網絡在進(jin)一步(bu)的完善(shan);教職(zhi)工(gong)集資款這一歷史遺留(liu)問題正在處(chu)理(li)中,學校(xiao)一如(ru)既(ji)往積極與上(shang)海(hai)思博職(zhi)業(ye)(ye)技(ji)術(shu)學院聯系,責成校(xiao)內有關公司(si)按公司(si)法合法、合理(li)、合情地予以解(jie)決。3月20日,上(shang)海(hai)思博職(zhi)業(ye)(ye)技(ji)術(shu)學院黨政主要領導(dao)帶隊來校(xiao)尋(xun)求解(jie)決途徑。我們將繼續跟蹤(zong)推進(jin),確保教職(zhi)工(gong)的合法權益(yi)。
綜上所述,上次會議(yi)64件(jian)提(ti)案中,不宜采用和(he)難以落實(shi)的(de)共(gong)10項,占(zhan)15.6%;其余(yu)54件(jian),已經(jing)落實(shi)和(he)正(zheng)在落實(shi)的(de)48件(jian),占(zhan)75.0%;還有正(zheng)在論證,經(jing)過努力可以完成的(de)6件(jian),占(zhan)9.4%。
提(ti)(ti)案委員(yuan)會向提(ti)(ti)案人發出(chu)《提(ti)(ti)案反饋(kui)意(yi)(yi)見(jian)評(ping)價表》,對職能部門承辦的(de)64個提(ti)(ti)案給出(chu)“滿意(yi)(yi)”、“不滿意(yi)(yi)”、“無所謂”的(de)評(ping)價意(yi)(yi)見(jian)。統計結果(guo)為:2個提(ti)(ti)案被(bei)(bei)評(ping)“無所謂”,5個提(ti)(ti)案被(bei)(bei)評(ping)“不滿意(yi)(yi)”,57個提(ti)(ti)案都(dou)被(bei)(bei)評(ping)為“滿意(yi)(yi)”,提(ti)(ti)案反饋(kui)意(yi)(yi)見(jian)的(de)滿意(yi)(yi)度為89.1%。
五、存在問題和今后的打算
提案工作與過去(qu)相(xiang)比有進(jin)步,但仍然存在一(yi)些(xie)問題和不(bu)足(zu)。
1.個別提案承辦(ban)部門對所(suo)辦(ban)理的提案重(zhong)視程度不(bu)夠,辦(ban)理過程拖拉,辦(ban)理質量不(bu)高。
2.雙代(dai)會代(dai)表提案(an)工(gong)作水平有待提高,特別(bie)是提案(an)撰寫比較集中民(min)生福(fu)利,而(er)對(dui)學校(xiao)發(fa)展大(da)局關(guan)注(zhu)度不夠。
針對(dui)存(cun)在(zai)(zai)的(de)問題,我們提(ti)(ti)(ti)出改進(jin)工(gong)作(zuo)(zuo)的(de)措(cuo)施:(1)加強與(yu)提(ti)(ti)(ti)案承辦部門溝通,提(ti)(ti)(ti)升他們對(dui)提(ti)(ti)(ti)案落實工(gong)作(zuo)(zuo)重要(yao)性的(de)認(ren)識;(2)在(zai)(zai)可(ke)能的(de)條(tiao)件下,對(dui)雙代會代表進(jin)行提(ti)(ti)(ti)案方(fang)面的(de)培訓學習,提(ti)(ti)(ti)高提(ti)(ti)(ti)案工(gong)作(zuo)(zuo)水(shui)平。
六、總結表彰
經工會(hui)委員會(hui)評選(xuan),2013年度4個“優秀提案”和(he)2個“提案承(cheng)辦先進單位(wei)”分(fen)別是:
第(di)一(yi),鄭永森(sen)、張(zhang)臻、蘇(su)文(wen)代(dai)表(biao)提出(chu)的(de)(de)“開設‘書(shu)院講壇’,推進(jin)書(shu)院制改革和文(wen)化育人工作(zuo)”;第(di)二,麻小紅、魯(lu)林華、施蓓、朱方來、鮑薇薇、邱浩、肖景文(wen)、王群、張(zhang)雷代(dai)表(biao)提出(chu)的(de)(de)“公布(bu)學(xue)校教師集資款(kuan)運營狀態”;第(di)三,郭剛(gang)、吳鋒、余菲、李放、尹向東、陳燕(yan)代(dai)表(biao)提出(chu)的(de)(de)“將無(wu)線(xian)網(wang)絡覆蓋整個校區”;第(di)四,袁(yuan)述義、楊燕(yan)云、文(wen)小龍代(dai)表(biao)提出(chu)的(de)(de)“制作(zuo)佩戴校徽”。
2013年度2個(ge)“提案承辦先(xian)進單位”分別(bie)是人事處(chu)、后勤(qin)基建(jian)處(chu)。
第二部分:本次雙代會提案和建議情況報告
按照(zhao)學(xue)校(xiao)《教職工(gong)代表大會(hui)工(gong)作細則》和工(gong)會(hui)的(de)(de)有關(guan)規定,校(xiao)工(gong)會(hui)于(yu)今年(nian)3月(yue)(yue)初向學(xue)校(xiao)提(ti)交了“關(guan)于(yu)召開(kai)第(di)五屆教代會(hui)暨第(di)六屆工(gong)代會(hui)第(di)二次會(hui)議的(de)(de)請示”,并于(yu)3月(yue)(yue)14日得到(dao)校(xiao)黨委批復(fu),啟動大會(hui)的(de)(de)籌備程(cheng)序,給各分工(gong)會(hui)發(fa)出了向代表征集提(ti)案(an)的(de)(de)通知。代表們圍繞學(xue)校(xiao)發(fa)展、人事制(zhi)度改革以(yi)及教職工(gong)所關(guan)心的(de)(de)問(wen)題,認真思考,深入調(diao)研(yan),廣泛聽取意見,負(fu)責任地提(ti)交每一個提(ti)案(an)。
截至3月(yue)25日,本(ben)(ben)次(ci)雙代(dai)會(hui)共(gong)收到99份提(ti)案(an)(an)表(見附件(jian)2)。分為(wei)教(jiao)(jiao)學、科研、學生、人事、行政教(jiao)(jiao)輔、生活服務(wu)及其它等方面。會(hui)后(hou),提(ti)案(an)(an)工作委員會(hui)將本(ben)(ben)著務(wu)實革新精神(shen),對代(dai)表們提(ti)出的提(ti)案(an)(an)進行歸(gui)類整(zheng)理,認真討(tao)論研究是否立(li)案(an)(an),同時送校領導批示,提(ti)交相關職(zhi)能部門落實辦理。
